It's still tots possible to get 100 PO but as mentioned, it goes both ways and fulfills a natural trend towards 0. Outside of that it hardly matters and even the visibility hardly matters either.

    The question arises why exactly you need 100 PO? Aside of the HE there currently is only province visibility affected by PO. Just to prevent a 100 is lazy cheap and poor dev. It's ridiculous that with no change, PO just gains a -14 out of nowheree for no reason. I don't like it at all when unexplicable thigns happen, either explain it of find a feasible reason to add a modificator that makes it fulctuate. Suddenly PO just gets a huge negative value and unless I don't tax and set it to venerate ancestors (+2 PO) AND keep one ore more lords to counter it, it just falls a lot per turn. When fully developed and with a lord that boosts PO I reached 100 in many. Makes 100+ impossible and -100 hard to get
